Empadronamiento (address registration) in Valencia
Ask the City Council of Valencia to add you to its padrón, the list of people who live in the city. It is for you if you arrive from abroad or from another town, or if you are not registered anywhere.
The padrón proves where you live. Other offices may ask you for it.
The essentials
- What it costs
- The City Council page does not mention a fee. Ask before paying anything. A private help service is not a payment to the City Council.
- How long it takes
- The City Council has up to three months to decide. Check whether they ask for more documents and keep your receipt. Having applied does not mean you are already registered.
- To prepare it
- 20 min to prepare it
Is it for you?
People who live in Valencia and are not yet in its padrón.
- Are you arriving from abroad or from another town? This is your procedure. If you only move home within Valencia, see «Cambio de domicilio en el padrón» (change of address).
- Is the home yours, do you rent a flat or a room, or do you live in someone else's home? The document you need to bring changes.
- Are you also registering children, or doing the procedure for someone else?
What to bring
Tick each document when you have it ready. Ticks are not saved.
Which one works in your case
In the PA.GP.11 procedure, choose the document list for your case: with or without children. If you go in person, bring the originals or copias compulsadas (copies with an official stamp). If your documents are not in Spanish or Valencian, check whether you need to translate them.
Which one works in your case
Bring a document that proves you live in that home. If the home is yours: the deeds or a note from the Property Registry. If you rent a flat or a room: the current contract and a receipt or bank transfer from one of the last two months; the receipt must show who pays, to whom, which month and the address. If you live in someone else's home: the City Council permission form and the ID of the person giving permission; also check which document about the home they ask for.
Which one works in your case
Before you apply, read the section on children on the City Council page. What they ask for changes with the family relationship, each parent's consent and who has custody. Use the form for your real case.
Step by step
- Decide the address and who is registering. It must be the home where you really live.

- Do it online in the PA.GP.11 procedure if you have an electronic signature. If not, go to a City Council padrón office during its opening hours.
- Keep the receipt with the registration number. If they ask for more documents, reply using that number. Once you are registered, check that your details are correct.
Afterwards
- Keep the registration number. You can use it to reply if they ask for something, without starting a new application.
- Once you are registered, ask for the certificado de empadronamiento (registration certificate) if your next procedure needs it.
Common mistakes
- Asking for the certificate before you are registered.
- Bringing an incomplete rental contract, or a permission without the documents of the person who signs it.
- Registering a child as if they were an adult registering alone.
What this guide does not decide
The City Council checks that you live in that home and may ask for more documents. If you have no contract or other usual document for the home, ask the padrón office or social services what you can do. This guide cannot tell you whether they will accept other proof.
